Psalms 106:19 (NKJV)
19 They made a calf in Horeb, And worshiped the molded image.
Exodus 18:31 (NKJV)
18 And when He had made an end of speaking with him on Mount Sinai, He gave Moses two tablets of the Testimony, tablets of stone, written with the finger of God.
Could these two mountains be same since the events mentioned at horeb & Sinai are the same

Horeb is the ancient name for Mount Sinai. So one and the same.
By the way, your verses cited need correction:
It is Psalm 106:19 (not Psalms – the plural is for multiple Psalms)
There is no Exodus 18:31, your reference should be Exodus 31:18
