Who are the "rest of the dead" in Rev. 20:5?

Who are the "rest of the dead" in Rev. 20:5?

In taking a figurative view of Rev.20, if the " rest of the dead" in v.5 are the "dead in Christ"(Col. 3:3), could this not define the " first" resurrection as the one and only resurrection at the last day?
