  1. Would Paul’s comment include all tyrannical governments without the people rising up against them?

Rom 13:1 (BLB) Let every soul be subject to the authorities being
above
him. For there is no authority except by God; but those existing
are having been instituted by God.

Rom 13:1 (KJV) Let every soul be subject unto the higher powers. For
there is no power but of God: the powers that be are ordained of God.

Rom 13:1 (ESV) Let every person be subject to the governing
authorities
. For there is no authority except from God, and those
that exist have been instituted by God.

One of the most notable features of the city of Corinth that influenced Paul’s ministry was the concept of “sacred prostitution” in Athenian temples. There was clearly a very skewed view of love that was promoted in their idol worship. Paul addresses this particular problem by the famous “love passage” of First Corinthians six.

Corinth also had a very individualized way of life. They were seen as being a bit depraved due to their violent practices which included founding the Olympian Games. Paul had to sternly remind them that this is not the kind of life which Christians are called to lead. He successfully implored them to give up their selfish desire and help fund the missions of the saints in Romans fifteen.

In addition, due to the depravity and violence that the Corinthian society held, Paul was dealt with quite abusively. He was required to establish the church outside of the synagogue where he was attacked. Instead he set up a church in the home of Titus Justice. Eventually this led to the president of the synagogue converting into Christianity.
