The answer is yes it does. The OT is quoted over 200 x and the name belongs in the OT.
Jerome who had originals to translate from, told the Leader of Catholicism before he translated the Latin Vulgate that Gods name belonged in the NT. I do not know if it was allowed in the Vulgate or not.
