The nineteen years, from 1948 to 1967, the Wall was under Jordanian rule. Although the Jordanians had signed an armistice agreement in 1949 guaranteeing Jews the right to pray at the Wall, not one Israeli Jew was ever permitted to do so. http://andnowyouknowmore.blogspot.com

Early one morning Dr. George Turner, Professor of Asbury Theological Seminar took our class to visit the wall. We were instructed not to face the wall as we could be mistaken for praying and would be arrested by the Jordanian police.
